Brock on RAW is not a good thing. With HHH, Michaels, Angle, Hogan and Cena all floating around the top there's nothing there for him to establish himself. I know Hogan won't be around forever but Brock would still have the other four to contend with.

Big Vito isn't terrible and if this leads to a decent tag division for Smackdown I'm cool with it.

There's more for Brock on Smackdown in terms of what he can do. The only new things for him on RAW are HHH and Michaels. On Smackdown he's got return matches with Benoit and Guerrero and fresh stuff with JBL, Orton and Batista.
