Well The Simpsons has about 5 million characters with one shots and such, not to mention their own huge universe after 20 years.

But one with Simpsons/FG/Futurama/American Dad/South Park/King Of The Hill/Ren & Stimpy ;)/Flintstones, Turtles, Jetsons.. hell, the list is endless.

South Park or Family Guy could easily work. Especially Family Guy... hell, you could pick Benjamin Disraeli. With all the cutaways and shit, it's easy.

South Park has enough established characters on its own.

 

I'm pre-emptively signing up for either thing, btw.
