I think that's just providing a synopsis of the show. It'd be stupid to have Simon and River magically come onto the ship for the first time again; they were just describing the show in a nutshell.

Plus, even if Minear wrote bits and pieces of the script, I think it would add a lot. Remember, Joss and Tim co-wrote "The Message", which was a great, great episode.
