The midcard scene on RAW is expected to be a mess, due to the amount of characters being built up for Mania (i.e. Edge, Batista, Orton, Snitsky, Kane). The WWE will focus on moving along the programs already above Shelton, while finding an opponent for him come April.

RE: Keeping Jazz and company around.... 1. Did Jazz ever work a regular schedule while employed with the company? 2. Booking Jazz, Gail and Nidia to job on RAWs every other month wasn't worth the money they were making while training with Fit Finlay. The plan was to have Goldust turn on Booker down the line when Book was main-eventing. When Helmsley vetoed the title change at XIX, "to build myself up to job to Goldberg at Bad Blood", he inadvertedly screwed Goldust.

The WWE had a weak downside guarantee on their contracts around that time (i.e. Train got $250,000), so it wouldn't surprise me if Dustin thought he was being lowballed on a new contract. (or maybe they just thought he wouldn't be worth the risk financially). Couple that with his age and how they booked themselves into a corner with his gimmick, and you've got your explanation.
