My father and Uncle work at "Colony Farm" in Burnaby it's a institute for the Criminally Insane and yes there are people locked up their for the rest of their lives do to doctor's orders and other legal technicalites.

I've never really gotten the argument for the death penalty, just because life in prison seems worse. Though it does make sense if you have a lot of overcrowding in prisons.
