I suspect this needed to happen before the Shane/Orton match, because HHH needs to A)Win the title and B)Get involved physically in the Orton/Shane match.

Boner Kawanger Posted February 16, 2009 Report Posted February 16, 2009 Here's the way I look at it: Vicki obviously didn't make the Elimination Chamber match, so that means it was made by whatever WWE higher ups are never mentioned. The order of entry is determined by random number draw, so they couldn't do anything there. That's why Vicki's been making all the "grueling" matches for the others on SmackDown. She can control what happens there.
