The only thing i can think of is they do not want to put flair in the main event becuase they expect it to about 45 minutes much like 2001. Or, maybe they were just trying to do something someone interesting...since WWE is supposedly so predictable. And well...people were expecting Evolution and Edge..they didnt get that though.
