I mean he actually beat Shelton in the MITB match and Benoit jobbed at WM....how is he below either of those guys? And no, being IC champ doesn't entitle Shelton to shit. Hell, RVD was #9 a few weeks ago after he jobbed in that IC match to Shelton.

The only time I can think of is after SS 92 when the Bulldog was #2 in the Pro Wrestling Illustrated top 10 (behind Ron Simmons I think!). I believe it was justified since Davey Boy had beaten Bret in that Wembley classic and Flair had just done a massive screwjob on Savage to regain the WWF title. Point is: Rey is a jobber.
