There would've been no need to move a Raw guy to hold the World title since they could've just put it on Eddie when Batista got hurt. I'm guessing Batista would've gone ahead and taken some time off after losing the title (and wouldn't have been injured while wrestling Mark Henry), and might have been ready to return by WM22. Thus, the SD main event probably would've been Eddie v. Batista v. Orton. I mean if Eddie was the champion for the last few months, Angle would have never come over, and we'd still have tweenerish champ looking for a face to lose the belt to. Since Orton wouldn't be getting the title either way, and they wouldn't have both Eddie and Cena retain at WM, I think Rey still probably would have got the belt. The original plan was for Orton to win but he pissed off managment so they decided to give the belt to Angle. So the combo of Orton being stupid and Eddie passing is what made Angle the champ.
