Tom Waits comes close but you could argue the point about repetition of lyrics and culling lyrics from elsewhere. But he's had an extremely consistent career. I'm not too keen on the categorisation of 'greatly exceeds hype' cos the bands I would rank after those I've mentioned rarely have any hype, they're just good.
